i have a new legacy 990 v.1.4---2 180 phs---tpc 400---everything is lionel. at this point there is no train on the track i am trying to get power 18 vac to the track. i followed the directions but i can only get 1.33 vac at track. the base and hand held match control #1. what could be wrong? is there a way to erase the tpc setup and start over? thanks.

I would check if the two PH 180's are in phase with each other.
From the Lionel web site: Any 180W Powerhouse with a date code of 2000 48 or lower is out-of-phase with other transformers.
If they are both OK do a reset on the TPC: AUX 1, AUX 2, 0.
did you do this?
Before you use the TPC unit in the Command environment, you must set the TPC unit to
Command mode.
1. Press TR or ENG on the CAB-1 or 2 Remote Controller.
2. Enter the ID# of the TPC unit into the numeric keypad on the CAB-1 or 2 Remote Controller.
3. Press the L button on the bottom of the CAB-1 or 2 Remote Controller.
The TRACK L.E.D. will flash slowly to indicate that the TPC is in Command mode.
When power is supplied to the track, the TRACK L.E.D. will blink quickly.
4. Press the SET button on the CAB-1 or 2 Remote Controller to save this mode.

this works for the CAB 2 also
maybe its the way i have my setup? i run 2-180 phs to a tpc 400 then to the track. i also have a seperate 180 ph connected to a avc. from the legacy base db9 the green and red wire are connected to the comm and dat terminals respectfully. i daisy chained the comm and dat from the tpc 400 to the comm and dat terminals on the avc.
when i am tryingto program the tpc i have the power turned off on the avc so its not confused with tpc. anyway its unfortunate this stuff has to be so complex with dierctions that don't match the complexity!
I do not know what an avc is so can't help there.

If you are reading 1.33 volts to the track, you are not getting power. Program the TPC Train # address, then program it to run in command mode, then address the TPC to power up the track
On a Cab1 this is TR (your pgmed Tr #)- Boost
I would suggest you take your time to read the manuals a couple times. Almost everyone gets so excited to get fired up that they skip past certain details, that are perfectly logical in hindsight. Good luck. You'll get it.
sorry i been so long in getting back to you all but i have been on a night and day lionel binge! i did manage to get a trackmotor to work once. talked to lionel yesterday, talked to two technicians. i don't know quite how to put this, but lhey knew less than i did. they didn't understand what i was telling them and they didn't follow the same directions that i have in the supplied manuals. well anyway at the end of tech support i got an RMA#. this legacy 990 has all the problems i have read about here and then some. lionel requested i send in the 990 + tpc 400. thank you all for your help.
