Long sheet metal or wood screws (1 1/2") slowly screwed in by hand until the track "snugs up" to the foam or road bed. Any tighter strips out the hole. Dipping them in carpenter's glue (the yellow stuff) will hold them a little better, but isn't really necessary.

I haven't tried this, but what about a foam-compatible caulk? And weight the track down until it sets up.
