Not sure what you mean by "make", as Lionel has already "made and shipped" the latest (late 2016) version of the UP FEF-3 #844. Although they were "BTO" (Built To Order), I'm sure some dealers might still have one/some in stock. I know our local hobby shop, Berwyn's Toys & Trains (708-484-4384 ask for Tom), currently has a black version of #844 on the shelf.

Alex M has a grey one on the Sell/Trade form not too long ago. Don't remember seeing a SOLD notice. Do a search.

They're around. I saw them at Nicholas Smith Trains Christmas week .... both varieties.
