I have a MTH engine with proto 1. Can it be upgraded to a proto 2 or 3

Yep!
The real question is: Is it worth it? If you're handy with tools and confident you can follow directions and trouble shoot problems with "fit" or electronics (wiring, soldering, etc.), and if that particular engine was only made in PS1, then an upgrade might be of value to you. But if that engine has previously been made in PS2 or PS3 and if you are going to have to pay for parts and labor for the upgrade, you might be better off just acquiring the PS2 or PS3 version.

That particular engine has nice detailing and sizing and in C8 shape
Well, the condition is one thing, is it worth the $200-225 for the parts, and whatever it costs you to have it upgraded if you're not doing the job yourself.
Plus it's priced very low
I have a LC plus plus and I don't like it Its too undersized and the brass bell and whistler are brass but look bright yellow I. getting so that I'll do convention ,early tmcc or proto1 I'm not liking what Lionel is doing with Lionchief and bluetooth then leaving the more sanely operating engines at a very high price and pushing Vision concept and pricing them very high
The parts for a DCS diesel conversion are $200 for the 50-1912 MTH Diesel Protosound Conversion Kit.
