Yea it's ussally the smoke pcb .. You have to test the wires going to the smoke unit. Most of the time the smoke unit motor still works . The part that heats the resistor on the pcb is what goes bad ..
can you purchase this board from lionel?
You can, go to the support section type in the Lionel number 6-XXXXX, go to the exploded parts view and you can create an account and purchase parts or call them direct at 586-949-4100, I think Option 2.

There customer service is excellent - but be patient - it is the holidays. I just ordered parts for my 6-38409 right off the site. (Replacement fan motor for the unit.)

Yea this is the part number .. But there's a issiue it says it's not available . . . . 691SFC1102.. Might want to call them.
unless you are really really good at repairs; don't DIY. Send it back to Lionel Repair.
I tried to take this engine apart for a "simple" repair and could not get it back together. Inadvertently, I blew a board by plugging it in one-pin off.
Lionel's Repairs are quick and cheap for Legacy engines. IMHO
