It appears to be Korea from evidence I've seen on other videos. I accidentally ran across some factory test video of a few Lionel locos, i.e. the LM bigboy and a few others on this channel a few weeks ago. Not sure if the poster is affiliated with the factory.
There are other "hobby related" videos. I've been checking periodically to see what pops up.

Wow! But you know something, I find our VL (or any) locomotives inherently more interesting--even if they may only move in a simple circle. Impressive as it is, I would soon tire of the shuttle's entire act of just levitating about a foot or so.
