There were 2 guys I knew, but 2 died and the 3rd is taking his layout down due to a move.

Sam Shumake who runs the Cleveland show the first weekend in NOvember has a layout.    I think there is contact information if you search for the O scale meet in Cleveland or Cleveland Shows

Also there is at least one club in the cleveland area and one in Akron that is in an old church.    Both are 2 rail and running.    I don't know how contact them.

On your way in (or out) stop at the Corner Field Model Train Museum, in Middlefield OH.  3-rail, O scale layout- 12,000 sq, ft. building and small hobby shop.  Hundreds of structures, 7000 feet of track,  an O scale amusement park, thousands of vehicles, and loooong trains, running all the time.   Open basically 12 PM- 4 PM, closed Monday and Tuesday.

Rt. 322, east of Cleveland, turn South on Rt. 528 about 1/2 mile, to 16720 Pioneer Rd.

The Akron club is probably the Youngstown Model Railroad Association.  They have a large O scale layout upstairs, and a large HO layout downstairs.  The website doesn't provide much information, but there is an email address for the webmaster.  It might be worth an email to see if you can get in. 

The location is quite a bit east of Cleveland, so a trip over may not make sense depending on where you are staying in Cleveland.

Youngstown is a n hour south east from Cleveland. But the Youngstown Model Railroad Association is solid given how much model railroad is under one roof. I don't know how visits work though. I usually just attend the open houses.

Tinkers Creek Falls in Bedford, OH is 25 min outside of downtown Cleveland and has a pretty active set of tracks if you want to go see the full scale two rail trains haha

I'm 3 rail, conventional, but might be available to meet up during that time. I live out on the west side, I'm a bit of a local historian so could show you some interesting places downtown if you like.

If you are in town I'd recommend doing some sight seeing and visiting the Terminal Tower, and taking some pictures of the old CT&V\B&0 depot down in the flats, especially the latter as it's future is uncertain. Edgewater Park is also a good place to visit and enjoy some train spotting action on the old NYC water level line.

Also worth checking out: the Soldiers' & Sailors' Monument in Public Square: one of the most architecturally beautiful Civil War monuments in the country, built by a local architect & veteran. The Cleveland Art Museum is also an excellent place to visit. Best of all, both of those places are free!

Cleveland Museum of Art is great.  It's got a world class collection and being free, no guilt over wandering in, seeing the stuff you want and then leaving.
I don't know much about 2 rail models, but for the big two rail stuff, the Mad River Museum in Bellevue is a personal favorite.  September 10th is the next open house and Midwest Railway Preservation Society at our B&O roundhouse but you can usually get a small tour if you reach out ahead of time.

That's not true. I have been on this forum for 22 years and this is the first time I have run into this. I've never had a problem PM'ing or receiving PMs until now. I was a digital subscriber for a few years, but I used the PM feature prior to that.
