does anyone know if the wbb N&W j is the same as the old Williams #746. I was told by Bachmann theirs was going to have wire connection between engine and tender

I see you are new.....but you draw more answers with honey than vinegar.
The problem is your question has no 100% correct answer.
That loco has gone through a number of variations.....and may go through more.
WbB acquired a good amount of Williams new old stock and sold it as WbB.
So unless you see it in hand.....it could be old stock Williams or new build WbB.....and I doubt anyone here can guarantee what you will get if you buy sight unseen.
Call the shop or dealer you buy from and ask!!! Only way to know for sure.

I must agree with Dave on this one. I'll add one more tid-bit...Chill Most of the better WbB do have a "tether". The reason being, the brains are in the tender.
