What is the red piece of plastic, that is shown with the box, used for?

I had a whole bunch of that track that came with my Western coil i picked up 25 years ago. My brother burnt it. I'll never forgive him for that. He denied it, then later that year after some whiskey he bragged to me about what he did. It was stored at the old farmhouse where we all grew up. He said he was tired of tripping over it while free loading at the old family Homestead. Parents are dead and the freeloader is still there as we speak living on inheritance and disability. Luckily after that incident , I bought three school buses and went down FBI's Style during a raid with a bunch of people. I got every single remaining train item out of there. Unfortunately lots of other belongings and family heirlooms had to stay, from old Indian hand carved bone pipes, to antique guns. But at least the trains are out. That was the last time I step foot in the family Homestead about 10 years ago. It was really cool track.

Neat! I have seen lots of boxed flex track, including the bridge, but have never come across the red metal hoop.
