Probably because it is an FM Train Master! Maybe it's me but, I did not see the Trainmaster (Railroad Supervisor) any place in the photo.
So much to unwrap here...
The steam engines are fomenting their secret plan to take back the railways from diesels, and they know the FM is a spy for the railroad companies. The Trolley is the femme fatale sent to district the spy while they talk.
Typical case of steam engines being opposed to opposed pistons.

Sheesh...almost reminds me of when I accidentally called the "Smokebox Cover" a "Boiler Plate." I at least I got the "FM" Part correct...
@D500: It's a couple loops of whatever track I have that I use on my work bench just to test run equipment as I fix / break / fixit again. So there's PW Lionel stuff, Frankenstein Lionel MPC stuff, MTH Premier and Imperial stuff, and that little femme fatale trolley. Really whatever I haven't bothered to take over to dad's layout for whatever reason.
