Does it make that beeping when the sound is on?
I want to say there was a post in the past regarding the beeping like your hearing only it was a faint sound heard when the volume was off.
I think in that instance it was considered normal???
You could try emailing Dave Olson, I've found him very responsive in the past.
I can't believe that's normal, something is certainly amiss.
It only makes that noise when the sounds are on.
I was playing the video and my wife thought it was a smoke detector going off. Not normal at all!
If that noise is normal I think it's time for us to go back to the American Flyer Cho-Cho air sound system!
Come to think of it. Maybe Lionel is sending an S.O.S as their quality continues to sink.
It certainly does sound like the the audio board has died, that's for sure.

There's nothing that I can imagine that can fix that other than a physical repair. The Legacy RS-Lite board simply isn't capable of emitting those sounds in normal operation, something is broken.

That’s too bad. It is a favorite of mine. All sounds work but that noise is annoying.
On the plus side, DCS never worked right on my layout. But reading here on the forum I think I finally know why. I did not pull the center pin on each powered block. I tried dcs on my expansion, which is separated and it works. If I want to go back and pull pins I guess I could make the whole layout work.
Do you have any idea when this started? It sounds like motor noise, and maybe one of the motors is going bad and making a lot of electrical noise.
Try removing the sound board and reinstalling it this way it makes a better conection just be sure that all the pins are inserted into the board so it dont short out
I just looked this one up, it's the 6-28318, right? If so, I'd first consider swapping out this board with a working locomotive.

It happens when the motors are not spinning too. I also noticed a change after I hooked up my DCS. Maybe something isn’t grounded
What happens if you remove the DCS from the picture?
That was the first video you saw. I added dcs today.
Try running on a different layout or a totally separate test track.
