Could that be a valve key, where the valve is located either deep down, or high above.
BUT, if for water, wouldn't it be more convenient on a tender?

It's more likely a pole used to close the angle cock on the car immediately ahead of the caboose on a moving train (notice the loop on the bottom end of the pole), so the caboose can cut away on the fly without throwing the train into emergency.

Or it could be a drawing someone made on the photo. The loop at the bottom is likely the handle for the uncoupling lever.
