I don't know if this helps you or not but, during the American Freedom Train tour, they had cases & cases of American flags so that we could cary a pair of "fresh flags" on 4449, every time the train moved. The "used pair" of flags were then presented to some town official upon our arrival. This flags were 11" X 17", and fit the flag stick just perfectly.
I have seen larger white flags, maybe 16" X 24" which look pretty nice, but not too big. Railroads like the NKP and C&O used metal "white flags", and in photos they really don't look all that large. Maybe Rich will tell you what the size of those metal "flags" are on NKP 765.
Hold it! White flags/marker lights signified that the train was an EXTRA. Green flags/marker lights signified that there was another train following on the same schedule. The only or last train of a given schedule carried no flags.
Examples:
1. Extra 5629 East would carry white flags by day and white marker lights by night
2. First Number 29 carries Green flags by day and green markers by night
3. Second Number 29 (Assuming there was no Third Number 29) carries no flags by day and unlit markers by night
