Picked up a new in the box, sealed Williams 44 ton diesel for the museum. Took out the electronics and replaced them with a rectifier. Moved on to oiling and greasing and fount the collar that holds the drive gear shaft in was loose. These appear to be a press fit. I can put it on and take it off without any tools. Has anyone had this issue and what did you do to repair it?

Wow funny seeing your post about this this morning, I just fixed this on my GP9 last night.

In my case, the collar had gotten loose and gone missing, so I had to procure a replacement. I used this:

The shaft is nominally 3/16", and measured 0.187". The ID on this spacer is 0.192" nominal, and measured 0.195", so it's loose. I deformed it in a vise until it was tight on the shaft, and then tapped it into place with a punch. It's not elegant, but it works. I haven't completely given up on finding a proper collar - an ID of 0.185" or so would be a good interference fit - but I haven't found it yet.

In your case, since you have the original collar, you could try deforming it like I did. It wouldn't take much with the original part.
