Plastic Whistle Chambers are postwar only.  There are 3 designs of prewar whistles, all have die cast chambers. The screws on the brush plate are also a sheet metal thread for the plastic and have very flat heads.  All prewar screw heads on the whistles are round head...

 

The woven stuff is probably OK if there has not been too much fraying of the ends...or too much lube in it. I generally try to reuse any original that i can.  Plastic/rubber shrink tubing is ok to replace it if need be.

TD,  some of it is just the way that it is with the plastic whistlebox.  A good motor cleaning will help with some of that.  The original tinplate die cast boxes do not grind like that...they are heavy and dampen the motor noises... unless the bearings are shot.

 

Make sure the oil has run in then check the slop in the bearing. If the shaft moves about a lot from side to side then the bearing is worn and that will make the motor grind too.

 

Some time it just takes a good run in period to get her in the mood for whistlin... keep playin and see if it gets better.
