Hi,
I picked up a Z-1000 brick this morning to upgrade my current power from a PowerMax Transformer 40 Watt. My layout powers 2 6x9 foot tracks. The Z-1000 advertises an 18v output, however when I checked it with a meter, its reading 19.8v. Is this safe to use with my Lionel LionChief locos?

Yes. It is perfectly safe. You probably are reading the voltage with no load attached to the transformer. The transformer is not drawing any current. My Z1000's will read about 20 VAC on a digital meter with nothing else connected to the transformer. When you add a load, even a light bulb, you'll see the measure voltage output drop. I've used the Z1000's safely with Lionel LionChief. You'll be fine!
