I have the same issue with two 40-750 Transformer controllers.  Both produce about 9 volts at max setting while my 40-500 shows 18 volts at max, all against the same 100 watt transformer brick.  I disassembled one 40-750 and there is evidence on the board of heating at the three soldered contacts of the same component that bolts to the heat sink.  If I had a part number I think I could do the repair.  Anyone out there with the same problem or with a part number?
