Does it matter if a 1515 tank car does not have Lionel anywhere on it? Is it still a Lionel car?

It could be Ives; there was an Ives version of the 1515. The Lionel version was derived from that made by/for Ives. Does it have the Sunoco logo on it?

So almost certainly a Lionel version. Most I've seen have "LIONEL LINES" printed below the Sunoco logo as part of the lithography, but I have also seen a few without the "LIONEL LINES" designation. There was also a "UNION TANK LINES" version. I believe all of these were manufactured to be part of Lionel's Winner line, a low-end offering during the depths of the Depression. The 151X-series originated in the Ives line, taken over by Lionel just as the economic downturn was ramping up (down).
