Is there a difference between the #6-14167 and the 7-14167 bridges. They are both listed as the #213 Lift Bridge?

Listed where? I've never seen a 7- version. The 6- version is the one I would expect, and have seen often.
Would this 7- product number be in a Greenberg's Guide perhaps?

It's easy to get tangled up with Lionel's numbering system.
Looking at the Lionel Parts web site it appears to me that you found 7-14167 by extracting it from the part number for the Owner's Guide for this bridge, which is 71-4167-250.
Unfortunately the numbering system doesn't work in this way. This '7' at the front is a prefix found on all Owner's Guides, regardless of the product to which they belong. If you're trying to determine the actual product number from this number the key digits to follow here are the '1' and the set '4167', skipping the '7'.
Next, to get the actual product number you put ''6-' in front of these digits. So the product number for the product that this guide is designed for is '6-14167' (but not 7-14167, as most reasonable people would guess).
To summarize, 99% of Lionel product numbers since 1970 have been of the form 6-xxxx or 6-xxxxx. 6-14167 is a valid Lionel product number, 7-14167 isn't. Although I believe that there are some 7-xxxxx numbers that are valid this is not one of them. That's why I asked if you got it from a Greenburg's Guide. These usually list the valid product numbers that aren't of the form 6-xxxxx.
