I've just opened up my NYC F3 2343 I haven't seen it in over 50 yrs Overall in excellent cosmetic shape Probably an 8 out of 10. However there is some very slight mildew stains. what can I use to either remove them or make them even less noticable

dawn dish soap will work just make sure you use a damp rag to wife it off and do not get is soaking wet just use a damp cloth rinsed with dawn dish soap solution!

Not sure it's akin to the "mildew" you've encountered...picture would be helpful..., but the white powdery stuff that clings to plastic parts from the early PW engines/cars can be eliminated with a hair dryer running on low heat. Just gently play the heated air across the affected area and gradually the white powder will dissipate.
If you use a water-based cleanser like Dawn, be sure to rinse well, and thoroughly dry the item of all residual moisture. And that is even more important if you're returning the item to storage after cleaning. IMHO...and with continuing education through 79 years at the School of Hard Knocks.
