I have a 5 volt PS2 steam engine (board in locomotive, only battery & speaker in tender) which sounds the whistle continuously when powered conventionally by my Z4k but operates perfectly under DCS. Power is from a Z4k through Fixed 1 on a Rev. L TIU, no aux power to TIU.
Other PS2 locos operate correctly here.
Any help would be greatly appreciated.

which transformer are you using some transformers won't work!

Have you tried swapping the TIU channels to see if it's associated with the TIU? How about running it on a test track with only the transformer connected? How about trying a different transformer?
Since the board is in the locomotive, I'm assuming this is one of the 5V models, maybe that board is bad.
I’m using a Z-4000. I haven’t tried switching channels on the TIU, but I have tried 3 other locos and all worked normally. I’m beginning to suspect the board and yes it’s a 5 volt Proto 2 board.
The board would be my top suspect, I'd put it on a test bench and see if it fails in a different environment.
It is on my test bench. I tried it with a different transformer, same result.
I’m calling it the board.

Yep, two transformer can't be wrong. 
No body seems to read the first post which had all the answers to the first set of questions 
Pat did you try it out of the engine. Any pinch on a motor lead or PV in the engine could give the offset for conventional. But if the board does it on the test set, something failed on the board. G
