I feel like there's a bearing or spacer missing on the non flanged wheel axle. She's dragging her belly around the track. I know she's old but she still runs great. Any help or parts left for this issue. Thanks guys.

Nope, your thought process and comparison is not correct. That is a blind axle and thus is there for looks only. It does not carry the weight - only the flanged drive wheels carry the weight- AKA normal.

It's not that axle, nothing is missing, nothing is worn out there.

Nope, that's the way they work. The non-flanged axles in many engines float in a slot. Stupid I know, but that's how they did them.
