I don't think it is a #60 trolley if was made in 1983. It is likely a modern trolley with a can motor and sliding pickup. If it momentarily loses power, it may reverse itself. Make sure the pickup contacts and track are clean. Also, check for track problems that may cause momentary power loss.

It's not a can motor. When it stops, I hit the bumper a & it takes off again. The bumper slide part is moving, but just moves a little to make it stop.

It sounds like a Lionel 8690 from 1986. It was based on the old Lionel #60 and it does NOT have a can motor.

Check the bumpers on your trolley car. The bumpers might be preventing the reversing slide from being pushed fully into its proper position.
This problem can also be caused by someone trying to "fix" the trolley by increasing the tension on the slide's contact.
Finally, there could be old grease/oil in the slide track that has gotten gummy, impeding slide motion.
The tension on the slide's contact was a lot. I fixed that, but the slide still wants to move. There is nothing keeping the slide from moving freely. Whats should hold it in place?

There is nothing other than the tension of the contacts keeping the slide in place. There should be light tension.
Does your trolley have rubber bumpers?
If you can remove them without causing damage, try taking them off and see whether you still have the problem.
Just curious, if it is moving one direction and you cut power to the track, when you restore power, does it start up in the reverse direction? Or, does it keep going the way it was before you chopped the power?
It keeps going the same direction.
