Advice on Woodland Scenics interior lighting

Just bought one, the Davenport Dept. Store. It has the Windows blanked off with black card. There is an L shaped bit of black card with tiny LEDs mounted. It plugs into a terminal strip, but, what is the plan here? I cannot see the lights doing anything internally, as it is now. Do you mount the lights on the Ceiling and build interior rooms, removing the black from some of the windows, or what? No instructions or advice given.

I have not powered it up yet I am just looking for some information from other users.
