aec reactor tankers

anyone know how to refill lionel 16153 aec reactor tank cars. over time liquid has evaporated , do not know if top of tank can be removed. i guess that is just colored water ty.

I can not speak for the AEC tankers but the green fluid in my Alien Ooze tanker has disappeared, it was much more viscous than water, though. It did not leak out as there was no stain under it. It had been in the one location for a few years. Before the disappearance:
