AF Pre-War 490 Whistle Baggage Car

I am looking for the resistance or Ohm reading for the DC relay on the AF Pre-war 490 whistle baggage car. I have two of them and the relay is not working using the horn button but will work with the directional control on the transformer which is AC. One relay is reading 3 ohms and the other is 11 ohms. According to Bob Hannon on page 2-20 of his book the 314 relay is between 87 - 101 but not sure if that applies to these relays.

Does anyone know how to contact Bob either through phone or email in case I need these rewound or he may know the readings?
