I think only Lionel knows what the differences in the programming of the various regulators is, and even they may have lost that documentation.  Some of the regulators are programmed to shutdown the smoke heater when the locomotive stops, many early Legacy steam locomotives with the modular boards didn't have smoke fan at idle, so instead of doing it right, they just turned off the heater of the smoke unit.  The 691ACRG103 is one of those that has that behavior, so I presume the 691ACRG101 did as well.

I haven't actually swapped one out, but I'm pretty sure it'll function in some manner, don't know what different operating characteristics it brings to the table.  As I said, Lionel provides ZIP information on the differences in the various code versions.

I put these all on my test board with the same R2LC or R4LC driving them to test them, they all seem to function within their limitations.
