I have a postwar coal car that heeds the pickup shoes replaced on the trucks. I do not feel confident I can get the rivet in correctly that will be needed for the shoe. Anyone here have the correct tools and willing to do it for me for a fee?

Mike, I have done these repairs and have the tooling. However, with shipping and labor and whatnot, it is probably more economical for you to replace the truck or truck plate yourself as a whole unit. With specific information, I can lead you to specific part numbers and sources.

It is a postwar #3359 Twin Bin Dump Car
If you can solder a wire and bend 4 tabs around the axles, then it would be easier to replace the entire baseplate, #483-2 available here.
