Maybe I'm dense, but I'm confused about the role and usage of the 6-37146. I looked at the manual on Lionel's website. It appears that its purpose is to run locos in conventional mode using TMCC, but I'm not sure how it should be connected. Is it connected to the track in addition to the Cab1 base?

It's connected between the power source to your track and the track. It basically allows the remote to vary the voltage to the track to allow for conventional running. It also gives you remote bell and horn for conventional operation. It gets it's command information from the Command Base whether a Base 1L or Legacy (both no longer produced) or a soon to be released Base3.
Any of an original or Legacy PowerMaster a TPC300 or TPC400, or an IC Controls devices, in either command or conventional mode, if properly setup, if you press the red triangle, all power is cut the the track.
You can control the blue Legacy PowerMaster with a pair of original CAB1 and original Command Base, I did it about an hour ago. I have two and half Cab1's (one is a bit flaky), and one CAB1L with Legacy CommandBase.
