At the local train club, we have an Atlas SW9 from the first run. Is there
a. An on/off switch for the sound system located on the engine?
b. A way to alter the track frequency on DCS so that the engine isn't constantly blowing its horn?

DCS isn't causing the problems with your engine. It's more likely a transformer problem.
Is this a conventional engine? If so, this thread is probably better off on the main 3-rail forum.
Early SW's had Dallee Electronics with two dip switches bottom of the fuel tank.
Switch #1 down off, allows forward/neutral/reverse operation, up on, allows neutral/forward/neutral reverse.
Switch #2 is the reverse unit lock-out and enables the unit to operate in one direction only. Setting the switch, up on, de-activates the reversing unit.
The horn is activated using your whistle horn button on your transformer. There is discussion of the Lionel Sound Activation Button #10-5906-001 Bell similar but a bit more complicated.
Volume control is via a small screw driver down through the front smoke stack. Poor sound at best. I could never get this one to operate other than forward.
I'm with MikeCT.. A really nice engine but the sounds and reverse unit were terrible. Having said that it was great puller and very smooth if you could get it reversed. Mine is now a dummy. (cut the speaker)
Blame everything on DCS.
