Yes and no. 21st century Atlas flex track has a range of stiffness due to a wide span of production variances. Also, the late Atlas flex has an overly large web which makes it stiff.
The early Atlas flex from the 70's conversely has an overly thin profile and it bends to a tighter radius much more easily.
Justrains of DE has a small radius sample of MTH Scale Trax I curved for them using a roller. I seem to remember that went to about a 15" diameter.
