Yes, simply change the control type to "Legacy" and insantly aux 3 shows up in the CAB2 button display.
By default, when you start with the CAB2, ID slots are set to CAB1 mode for compatibility. In order to access all features, you then take the steps to change the ID slot to the matching settings specific for the device you are adding.
The manual way- you hit the info button in the upper right of the CAB2, and this displays the tabs and settings. Scroll on the left steps through each tab, and the buttons just below the LCD set the mode or setting for that tab. Then just hit info again to go back to the normal screen. As stated, "control" tab is where you change to "legacy".

You can either make your own update modules by writing the latest firmware, or maybe you can find a set from a local club or friend?

The command base is at 1.60 and the CAB2 is at 1.72 for the latest software.
If you have some blue modules and a soldering iron, you can create the writable black modules needed to do the upgrade.

Does Aux 3 actually do anything? I've never been able to discern any functionality.
For some locomotives, yes. My example is the F40ph Cabbage car, it activates the generator sounds. It was added for newer Legacy, and a number of locomotives have used it, as well as I believe newer Legacy Station Sounds Diners.
