AVC (Accessory Voltage Controller) oscillations

I just had the pleasure of repairing two TPCs and an AVC. I noticed that the AVC's waveform broke into oscillation when I used the red knob to go past the "9" step on the output. This created a flicker in the test lamp I was using as a load. Has anyone seen this problem with your AVC?

I haven't noticed any flicker, but I haven't connected it to a 'scope either.
