The old TMCC Powermasters were a unique item, they came out before the TMCC base.  The only thing that talked to them was the CAB1 directly on the 27mhz link.  The Legacy Powermaster Bridge was developed as a crutch to allow them to be used in the Legacy environment.  Since you have the serial data link from the BASE3, I presume the Legacy Powermaster Bridge would allow the use of the original TMCC Powermasters.

@gunrunnerjohn Thank you for your reply. I have three Powermasters that I use primarily for variable voltage accessories and running isolated conventional tracks for speeders and such. Since I don't have a bridge, I think I will replace them with Legacy Powermasters, unless you have a better suggestion. I don't suppose it is possible to isolate the commons on those items such that the signals from the CAB-1 and BASE-3 would not interfere with each other.

The only way you're going to be able to use the old TMCC Powermasters is either the Legacy Powermaster Bridge or the original CAB1 controller.  You can't use both the CAB1 and the Legacy Powermaster Bridge together, they will clash.

I think replacing them with the much more capable Legacy Powermaster is the right move.  The Legacy Powermaster receives the over-the-air track signal and integrates into any TMCC or Legacy environment.
