Warning, install files must be in a C: drive folder to install on Windows 11 23H2.   I put all my install software on my E: drive normally.  Setup crashed during the first file copy.   Moved the setup files to a directory on the C: drive and the install worked.   Now connected to my Base3.    C drive only is how installs worked a loooonnnng time ago.

Has anyone let Lionel know about the virus being detected by some here?

Perhaps @Dave Olson should be made aware.

I sent an email to “talktous@lionel.com” referencing this thread.

I am on an expedition ship now in the Canadian Arctic with great wifi and am looking forward to enjoying my trains when we return home in about a week! Not one train in sight for over three weeks!

I hope this issue gets resolved soon so we all can enjoy using this technology to run our trains!

My installation failed also. Windows 10. Followed all instructions on the "Control" website, extraction etc. No malware notification. After I hit setup.exe, Windows asks if I want to allow the file to run which is typical when I install any new app or update. I say yes and then there is brief flash of a message something like, copying vb.... (so brief might I might miss the starting letters of the file name). Then no messages of any kind. I go to the Program Files (x86) folder and look in the Lionel folder.  The old Lionel System Utility is there like always, but nothing for the new B3SU app.

Found this about the virus being detected.

Also about False positives below

My attempt at making an Icon for the B3SU.  Page with Icon download link, bottom of the page.   I suggest to save the icon in your documents folder.    Make a shortcut to the start file of the B3SU, then Right Mouse button on the shortcut, select, Properties and change the icon.

Are they in the top level C: directory or c:\download, c:\temp or similar.  They may not work in top level C:.    I would try them in C:\download.   If that is not it, contact Lionel.   Make sure you reboot after any install failure before trying again.

They seem to be using a really old install builder, as stated, it's picky where the install files are.  I believe you can't have any spaces in the folder name, and it must be right off the root of the drive.

It is in a temp folder in the C drive and still no luck after a reboot

Well, whoever compiled the installer must have fired up an old Windows computer used years ago for the Legacy System Utility.  They used Visual Basic 6 (last supported release in 1998). The VB6 language still works with the latest versions of Windows but installing it (and getting it to work) on any Windows OS made after Windows Vista is an accomplishment in itself.  Here's what's odd, the version of VB6 used to compile the B3SU is slightly older than what was used for the Legacy System Utility.  Using VB6 code, I can see how many antivirus programs raise red flags at that installer.

In the worst-case scenario, one can extract the needed files from the "CAB" file to place them in the proper program folders manually and then register the required DLL files manually.

I've tried everything suggested above on my main Windows 11 machine, pulled out my older computer with Windows 10 and it booted right up. seems odd that some how I got the original LSU to work on Windows 11. I had the wifi monitor working for a while but then something failed and I removed it and when I went to reinstall it I encountered the same issue I've been having with the B3SU

I also sent an email to Talktous@lionel.com about the problems being reported in this thread.

It's disappointing the Dave Olson hasn't jumped in to this thread.  Given that Lionel outsourced the software development, Dave probably has to work with the outsourced software developers.  What sort of contract does Lionel  have with the developers?  How responsive will they be to the issues being raised in this thread?  This is the risk you run when you don't have in-house software developers.
