I am going to be installing some woodland scenic inclines on my layout that is topped by 2 inces of blue insulation foam. I also will be using some foam to form some hills and mountains. What is the best glue to use for attaching foam to foam.

Loctite Power Grab Foamboard construction adhesive. It comes in a tube to be used in a caulk gun.

I use Liquid Nails for foamboard or a good quality wood glue. Both give me good results.
LockTite power grab is what I use now. I have used warm melt glue in the past but found the stringing to be an issue and you have very little time to make adjustaments before the glue freezes. Power grab gives you about 30 seconds before it locks. Liquid Nails needs to be the formula meant for use with polystyrene foam. There are a large number of solvent based adhesives that wil attack/melt styrofoam and do so almost immediately.

I secured five layers of foamboard with Liquid Nails to form my tunnel/hillside. Worked great!

Make sure it's the proper Liquid Nails type, some of them will dissolve foam.
I like to be different. I just used white glue around the edges. Sometimes a drywall screw helps hold things together until the glue dries.
It's also cheap!
Liquid Nails brand Projects Foam Board Adhesive.
Designed for foam board, won't "melt" or dissolve over time, has a latex base (easy clean-up) and is inexpensive.
Othe types of adhesive may have a flammable base and may not "play well" with foam.
I learned this the hard way....after a couple of days, the foam board was melting and was reacting with the adhesive.
Read the instructions on the tube...especially when it says "NOT FOR USE WITH FOAM INSULATION"
For large pieces and whenever I can protect the surrounding area with newspaper (only about a foot or so around the area to be sprayed) I use 3M-77 Spray Adhesive. I normally spray both pieces to be glued, wait a couple of minutes, put them together, and they are ready to use.
If the items are small, or even some large ones when I do not want to run the risk of over spray, I use hot glue.
If there is no need to use the parts right away, then the liquid nails or similar work well.
And as John said, some adhesives (and spray paints) will dissolve the foam, so do a little testing on pieces of scrap first.

For the edges or parts that will be carved:
Gorilla White Glue
It carves, cuts and sands just like pink foam
All of the above. Goo works too. Toothpicks can help hold things together till the glue dries.
