Can the Legacy Cab 1-L, be used with the old TMCC base?
I suspect no Legacy features would be accessed but are the two compatible?

No. The CAB-1L is "Legacy Light" not TMCC.
While it's perfectly good at controlling old TMCC engines (As is the CAB-2, of course), the TMCC base doesn't know how to accept commands from the new Legacy remotes.
(They are also not even on the same frequency, note there is no visible antenna like on the CAB-1.)

Note that the CAB1L will talk to the full Legacy base, it's on the same 2.4ghz as the full Legacy system.
