Bought an iPad 4 (used), setup and app download went OK, including LCS app. When I search the app store for icab or Lionchief + neither app shows up. The iPad 4 is Bluetooth equipped and Bluetooth is turned on. ios is 10.3.3 and is up to date. I have successfully downloaded all these apps on a mini ipad 2 in the past. I have got to be missing something really simple.

Just input Lionel as the search, you will see the Lionel iPad apps including LionChief. Since iCab is an iPhone only app you need to reset your search filters to include iPhone only apps. The default on an iPad is iPad only apps.

Have you tried doing a simple search just using "Lionel"? I am able to see the apps from my iPhone 7, as well as my lowly old iPad 2 with iOS 9.
ETA: I see amflyer was answering as I was typing. 
iCab is an iphone app although it works on ipad. When you do your search change the search setting from ipad to iphone and you will see it.
Theres a tab at the top of the store for iPhone or iPad, select the iPhone tab and it will show you all of the phone apps on your iPad
