Are the parts for a command upgradable engine available?

Would you be willing to be a little more specific? What engine and what parts are you looking to obtain? The only one I remember using the terminology "command upgradeable" was a Lionel GP (I believe), but there may have been others. Highly unlikely that Lionel has any of those "kits" left.

A number of engines including steam were “upgradable” but parts needed varied. I think a few actually had a kit associated with them. Others called out specific parts needed like a R2LC or Railsounds board. As Chuck suggested, you will need to indicate what engine you have.

Some of the upgradable models, especially the K-Line ones, used that term very loosely. OTOH, a number of Lionel models, both steam and diesel, could be upgraded by simply replacing the conventional plug-in boards with their command equivalents.

That "upgrade" kit consists of the R2LC-C08 board, it's still available. It didn't upgrade the sounds, only added command control. In order to upgrade sounds, you have to buy the two sound boards, audio and power.
