I think that these might be available in styrofoam shapes from craft stores like Michaels - you might have to cut them shorter.....or not.
They might even have them in wood - seem to recall an aisle of wood shapes there, too.
You can make them out of .010" styrene sheet or buy them already formed from Plastruct. Both of these options will be more expensive than paper.

Unfortunately neither Michael's nor Hobby Lobby have what I need. I could cut and reshape the stuff they do have but I'l be better off carving my own from styrofoam blocks.
What do I look for from Plastruct, Alan? I didn't know they dealt with shapes that large.
I'm not sure of the size, but you could look into paper snow cone cups.

go to Plastructs on line catalog and type in "cones" they have them in styrene and abs plastic. They go up to 6 inches in diameter and vary from 45 and 60 degree cones. The abs ones have ridges inside of them for about every 1/4 inch in diameter for easy cutting.
i use them for cone bottoms on vessels. I make my own shallow cones out of styrene or abs sheets.

I bought a bag of the little wooden tops for handheld flags at a flea market once. I thought I could use them as cannon shells but now that I think about it they could probably be cut down for cones.
