I want to convert my Lionel Trainmaster to TMCC. It has two pullmore motors. What do I do to accomplish this? What parts do I need? Sound not needed. directional lighting not needed.

You need the ERR AC Commander, that's pretty much it if you don't want sound. You get directional lighting, strobe, and electrocoupler capability with the board.
The ERR has the R2LC on the ERR commander board?

Yes, since that is the TMCC radio receiver. The AC motor driver is what the bulk of the board stack is.
The manual http://www.3rdrail.com/err-3rd...nuals/Ac-V5-Inst.pdf
Yes, then you get the "kit" a receiver is included or else it would not be a kit.

The radio board comes with it, ….be advised, the AC commander is basic TMCC, …..no cruise capability…..but they do work good and give you command capabilities from your remote …

Also note, R2LC and R4LC are for the purposes of this discussion interchangeable. This is because the firmware code is C08- the last version used on R2LC. The R4LC was just a different microprocessor chip, and some legacy units use it, but from Lionel they installed different firmware and thus are sold based on the specific firmware installed.
ERR ships with R4LC C08 code.
FWIW, an old Lionel FM Trainmaster was my first conversion to ERR too. Still running to this day like a champ.
Here's one that I used the AC Commander in. I added a second motor to the original Lionel Phantom and used the AC Commander to improve the performance over the old LCRU. It greatly improved the low speed performance of the Pulmore motors.
I'm nearing completion of a F3 upgrade with an AC Commander. The kit install is very straight forward. I opted to go all in with LED lighting which caused me some additional gray hairs. Help from GRJ got me through the issues.
All the gory details can be found on my build thread here. Halfway down page two is where the F3's start.

How much does a Kit cost?
