Yes there was an article in 48/ft O Scale news. I would have to look up which issue.
It is easy to just replace the wheel sets. It seems Athearn or Weaver will work and of course there NWSL. Also you want to use 36 inch wheels for that car, not 33.
The little trick is to reassemble the trucks with the side frame tabs on top of the bolster rather than underneath. This lowers the car to an appropriate height. It also means you have to file a little bit off the spring loaded buffer to keep clear of the Kadee coupler.
