So, do Atlas unpowered diesel locos come with operating head lights? Do they come with a light board?

It depends. My unpowered F3a locomotives have headlights. All of my other unpowered Atlas locomotives do not have any lights. That includes GP7s, GP35s, C424s, and C425s.
My Atlas non- powered S.P. GP60 has no lights but came with roller pick- ups and non working electric couplers.
add a miniEX but you need to add power and ground wires to power it and attach the program switch to control it.
go on Atlas' parts list web site to buy the lights mars light if you have two and ditch lights.
If you want sound, don't use the Mini Commander EX, consider the dummy locomotive controller board, also from ERR. The MC-EX doesn't properly drive sound boards.

thanks I'm going to be doing with an extra Atlas 2-rail engine, I'm converting to 3 rail.
Thanks for the replies! My dummy locomotive will become an overpriced caboose. My layout is DC point to point and small, with only one electrical block. Large consists are not possible. So, I will light the cab of my dummy locomotive and wire it like a caboose.
