Does anyone know what this is? | O Gauge Railroading On Line Forum

Picked it up a Tender at an estate sale and cannot identify it. It is marked 2671W-6 on the body. But that model is a twelve-wheel tender. Also, this us a New York Central and it should not be as best I can tell. Is this a new rare find, or did someone just put a body on a new chassis. Anyone?
