When I touch an led with resistor attached to the headlight leads of my ERR cruise commander, it lights. When I solder the led onto the leads it does not light but only occasionally flickers. I desolder them and touch them to where they were soldered and the led lights again. What's going on?

Occasionally, you still need to add a 0.01uf ceramic cap across the lighting outputs of the ERR board, even though they're supposed to be on-board. Also, note that the polarity of the lighting outputs on the ERR CC is positive ground, the actual lighting output connection goes to the negative side of the LED.
Thanks John. Reversing the polarity did it. I don't remember this being a positive ground on my earlier ERR installations.

It's always been a positive ground for the ERR stuff, you just have a small memory void. 
The first ERR stuff was already using the R2LC-C08, and they've never changed.
