Does anyone know if there is an output of power when the whistle button is pushed on this mini Commander?

I'm assuming you're talking about the Mini Commander II, right? If so, it has no whistle output in command mode. You can, however, tap off serial data to run a command compatible sound board.

I am talking about the Mini Commander HC. I have been thinking, could it be used for running a smoke unit fan for a small amount of time as it has adjustable pulse configuration.
You probably don't need the HC version, the standard MC-ACC has the same triac as is used for smoke on the R2LC. The HC version just puts a larger part in that location. There is an option on the MC to output serial data, it's described on page 6 of the User's Manual.

I believe you are talking about the Mini-Commander ACC (Accessory) High Current board, which is primarily designed for certain accessories like the log loader. It will support a smoke unit on HC1 or HC2 but I don’t think you need the high current support for that. I notice however that you only mention running a fan motor for brief periods, which again I think this or probably any other Mini-Commander board can do. Check the manuals on the 3rd Rail/ERR website for the full range of applications.
P.S. GRJ mentions the serial data output but my last experience with a MC was that it would not drive sound output on ERR’s own latest Sound Commander boards whereas ERR’s dummy engine board would. I don’t think that's been changed since ERR was taken over by 3rd Rail but I stand to be corrected.
