Before I take the shell off to examine it, I would like to know if there is a spring contact for the headlight on the shell connected to a wire to the headlight? If so I am guessing I could pull the spring down maybe 1/32" to see if it that is the problem?

Don't know for sure on that model, but many of the diesels do use the springs for the shell lights. I regularly stretch the springs to fix lighting issues.
If the headlights are are above the cab window, most likely spring method with wiring inside cab.
If below the window like GP, most likely the light is on a bracket that holds it in place. G
George, what if they're in both places? 
Normally both. Upper by spring and lower by bracket. G
I was inside one and memory is the tree of lights mounted to the frame. The top lights had the wire following the cab and behind the motor it went to the much loved spring pad.

Chas, try this in the event it may be a spring pad. Loosed all body screws a few turns, tap the shell with the palm of your hand back and forth a few times and re tighten the screws. You may get lucky if it is the spring pad. Secondly remove the shell and put it back on.
If you remove the shell, might as well stretch the springs a mite.
