The car on top is a 517 caboose, bottom is a 514 boxcar. These are in a mint Tinplate Traditions starter set from 2004 I just picked up. Was this normal then? At least it’s easy to keep track of the numbers.

Probably made too many 512 plates (or made them by accident), Chinese foreman says - put these on all the starter sets, no one will know.

Most starter sets got 4 pieces. Electric loco had 3 cars, steam loco had tender and 2 cars. I agree an extra car would be nice, but I have a few of these sets so mix and match works.
