Folks often use Chiclets.
Scale City Designs has some sacks.

These would be Box Car loads, not flat cars.

They specialize in 1:64 farm, but they might work for you
I agree with Josef. Those are not the type of loads a shipper would want to risk exposing to the elements. The would still be appropriate for a flatbed truck or on a loading dock awaiting shipment.
Thanks to all - I will check them out - I didn't see any on the bay, but I might have been looking in the wrong place.
I realize it is not prototypical. It is for a static display at a loading dock where the bags/sacks would be in the middle of being off-loaded and, for that kind of scene, I'd prefer the visibility of a bunch of bags/sacks rather than a prototypical boxcar.
One pallet of soft feed bags inside freight building, five on its dock and a single by the milk cans. I have no idea who made them, bought them many moons ago at a train show. Those are all the vendor had. The Chiclets suggestion is a good one. If the shine were toned down, from five feet away they would look the same. John in Lansing, ILL.

Well you could make your own. Here are some I made using craft sculpting clay shaped into a sack and painted with an appropriate shade of burlap...
I purchased the Dp products mentioned above off eBay. They are terrific. They need to be painted, use an airbrush.
Molding in cloth should transfer the weave pattern for a coarse burlap texture.
Just to follow up, I got the bags, pallets and boxes from Meyer Imports. I need to add a few more people, but it was exactly what I was looking for. Thanks, Willie.
I've used Chiclets™ and spray painted them a flat brown. Works fine for my needs. Only down side; a box of Chiclets is no longer a nickel, however, and can't be chewed after they're painted.
"Can't be chewed"...Why not? They would not be much different than the crayons we ate back in the day
……. or the candy cigarettes !!
Or chewing the small wax bottles to get juice out...
