I have several of these Lamp post and notice that there are two types of bases.

Is one a prewar and the other postwar and which one is what?

Also saw that Lionel made replacement filigree at one time. I have not seen any for sale so I guess that no one makes any for repairing damaged lamps. If you know of anybody that does please let me know.

How did Lionel; put the filigree onto the round brass arm?

I see that the shade and socket are soldered in; did Lionel just put the filigree on by sliding one on at a time and following the bent brass arm? There are no crimp marks on the filigree to suggest that they crimped them on.

Also if you notice, I stripped the paint one and gave it a matt clear coat of paint, looks very prewar/antique like.

The cream one is postwar.
 
To date I have found the #58 in the following colors: Aluminum, Green,
Pea Green, Peacock, Cream and Maroon.

Olsen has parts. Looks like the hardware you are looking at are the same for the 58 & 59  lamp post. The two insulating washers flat and one with a raise section list about 30 cents each. They did not have the part number listed in the part list but it may be under a different number. You may just want to call them Olsen and tell them that you need complete electrical hardware for the hot and ground side. Just a update, i did a filigree replacement on a 59 lamp and it was also missing the top filigree loop on the lamp. Used a 12 gauge copper wire for that and looped it then solder it in with the filigree. It came out perfect. Did not take any pictures but will do the next time.
Also it is easy to pull the wire out from the socket side, just make a small pick with a slight right angle and slowly pick it out, did many.
